On 24 August 2026 ChatGPT Ads went live in 31 European countries: every EU member state, the rest of the EEA, and Switzerland. If you sell B2B in Europe, the channel stopped being someone else’s news that week.
What arrived is narrower than the headlines suggest. Self-serve buying only opened a week later, in beta. Job title is not among the targeting options OpenAI documents. And a large share of the people you most want to reach will never see the ad at all. None of that makes the channel a bad idea. It makes it a different one, and worth understanding before the budget conversation rather than after.
What actually launched on 24 August
Three facts define what you can buy in Europe. The first two are specific to these markets. The third applies everywhere and catches B2B teams out anyway.

The launch is contextual only. Ads match the subject of the conversation, not a profile of the person having it. OpenAI’s help center says personalized ads are not initially available in the EEA or Switzerland, and its Europe privacy policy shows generic ads to users who do not consent to personalized advertising.
At launch, buying ran through the OpenAI Ads Solutions team, agency partners and technology partners. On 31 August 2026 OpenAI opened its self-serve Ads Manager to eligible advertisers in Europe, still in beta, and the partner routes stay open.
And ads can appear only for users on the Free and Go plans, including logged-out ChatGPT, and never for accounts OpenAI identifies as belonging to users under 18. Plus, Pro, Business, Enterprise and Edu accounts do not see them.
The channel went from one market to forty since February
It helps to see the speed, because it explains why so much published advice is already stale.
OpenAI began showing ads to US users on 9 February 2026. It then added eight markets: Canada, Australia, New Zealand, the UK, Mexico, Brazil, Japan and South Korea. The European launch added 31 more. One market on 9 February, nine by mid-August, forty from 24 August. That is our arithmetic on OpenAI’s announced rollout. By 31 August OpenAI’s own count was more than 40 countries.

Self-serve or through a partner, the route changes the work
For the first week after launch there was no self-serve console in Europe. Since 31 August 2026 eligible advertisers can build campaigns themselves in Ads Manager, which is still in beta, and that changes who owns the work.
Buy through the OpenAI Ads Solutions team or a partner instead, and whatever console you end up with belongs to whoever you buy through, and so does the pace at which changes happen. That is workable, and it is how plenty of media has always been bought, but it is worth knowing before you plan around a dashboard you control.
On that route, the account structure you would normally build in an afternoon becomes a conversation. Either way, decide what you want before you start: which markets, which contexts, what you will call a result. Walking into a campaign without those three answers is how a test becomes a spend.
Contextual only means you are buying a moment, not a person
This is the part B2B teams find hardest, and it is worth stating plainly rather than dressing up.
Job-title and company targeting are not among the options OpenAI documents, in Europe or anywhere else. Outside Europe, advertisers can upload lists of people as custom audiences, but OpenAI does not support them for campaigns in the EEA or Switzerland. In these markets, targeting runs on location, platform and the context of the conversation.
So the unit you are buying changes. On LinkedIn you buy a person. Here you buy a moment: someone is asking about the problem your product solves, and your ad appears next to the answer. Those are different purchases, and the second one is much harder to map onto an account-based plan.
Whether that is useful depends entirely on whether your buyers ask about their problem in a chat window. For some categories they clearly do. Your most senior buyers may be the ones who never see it
Ads run on the Free and Go tiers. Plus, Pro, Business, Enterprise and Edu are ad-free. In consumer advertising that is a footnote. In B2B it is close to a strategy question.
If the people who expense a premium AI subscription in your buyers’ organisations are the senior and technical ones, the layer of your buying committee with the most budget authority is also the layer most likely to be invisible on this channel.
That is not a reason to skip it. Buying committees are not one person, and the practitioners, analysts and champions who shape a shortlist are reachable. But it does mean you should not model this as a route to the economic buyer, and any plan that quietly assumes otherwise will underdeliver against its own forecast.
Build the measurement before you build the campaign
Because OpenAI says personalized ads are not initially available in these markets, you should build your tracking before you build your first campaign. Most teams do it the other way round.

Get the pixel and the conversion feed working, and agree with your sales team what a qualified result looks like, before the first euro goes out. A channel this new will produce numbers nobody in the room knows how to read, and the argument about what they mean is much easier to have when the tracking was agreed in advance. What a European B2B team should do this quarter
Start from where your buyers are, not from where the channel is. If your market is inside the EEA or Switzerland, the inventory now exists and the question is whether your category shows up in conversations. If your buyers sit outside it, nothing changed for you last week.
Then size it honestly. This is a test, funded from a test budget, judged on whether it produces qualified conversations rather than on efficiency against channels that have had years to optimise. Keep the paid search and LinkedIn programmes intact while you find out.
And write down what would make you continue, before you start. Being early has a price as well as an advantage, and the price is paid in campaigns that teach you nothing because nobody agreed what they were supposed to show.
